380 440V MDB Electrical Insulating Mats | IEC 61111 Class 0

How to Choose an Electrical Insulating Mat for 380–440V MDB Panels in Accordance with IEC 61111:2009

The areas in front of Main Distribution Boards (MDBs), switchgear, control panels and electrical control cabinets operating at 380–440V are critical work zones. Damaged insulation, leakage current, equipment faults or accidental contact with energized components can expose personnel to serious electric shock hazards.

Installing a certified electrical insulating rubber mat provides a supplementary insulating barrier between the operator and the grounded floor. This helps reduce the risk of electrical current passing through the body to ground.

However, not every rubber mat provides electrical insulation. Buyers must verify the applicable IEC Class, voltage rating, product marking, supporting test documents and installation conditions before making a purchase.

This guide explains how to select the correct electrical insulating mat for 380–440V MDB panels and compares all five ElectroMer® Class 0 models.

Important: An electrical insulating mat is a supplementary protective measure. It does not replace electrical isolation, lockout/tagout procedures, appropriate PPE, grounding, arc-flash controls or safe electrical work practices.

Why Do 380–440V Electrical Panels Require IEC 61111:2009 Insulating Mats?
Electrical insulating mats intended for use in front of electrical equipment should be tested and classified according to an appropriate international standard. IEC 61111:2009 specifies requirements for elastomeric insulating matting used as floor covering to provide electrical protection for workers operating or maintaining electrical installations. The standard classifies insulating mats from Class 0 to Class 4, based on their maximum permitted use voltage. For typical three-phase electrical systems operating at 380–440V, Class 0 is generally appropriate when the maximum use voltage in the work area does not exceed 1,000V AC.

For the ElectroMer® Class 0 specification described in this article:
   IEC Classification: Class 0
   Maximum Use Voltage: 1,000V AC
   Withstand Test Voltage: 10,000V
Typical Application: 380–440V MDBs, switchgear and control panels

The 10,000V value is a dielectric withstand test level. It must not be interpreted as the permitted operating voltage. The maximum use voltage for Class 0 remains 1,000V AC. Final Class selection should be based on the maximum possible system voltage, equipment configuration, working method, site risk assessment and applicable safety requirements—not nominal voltage alone.

What Should You Check Before Buying an Electrical Insulating Mat?
1. IEC Class
Verify that the Class covers the maximum voltage at which the mat will be used.
For a typical 380–440V electrical system, Class 0 is normally selected because it is rated for a maximum use voltage of 1,000V AC. Do not select the mat based only on thickness. Two mats with the same thickness may have completely different electrical classifications.

2. Mat Thickness
The thickness must correspond to the certified Class and the exact product model. A thicker rubber mat is not automatically a better electrical insulator. The certified electrical Class and test results are more important than thickness alone.

3. Class Identification and Colour Coding
Check whether the mat or its identification label clearly shows its electrical Class. Where Class colour identification is provided, it helps safety personnel, engineers and auditors identify the voltage rating more efficiently.

4. Surface Profile
Choose a surface that matches the work environment:
Smooth surface for general electrical rooms
   Patterned surface for enhanced traction
Fabric-textured surface for areas where both electrical insulation and slip resistance are required
Surface selection should also consider floor condition, oil contamination, moisture and cleaning requirements.

5. Product Marking
The mat should carry clear and traceable identification, including applicable information such as:
   Manufacturer or brand
   Product model
   IEC standard
   Electrical Class
   Maximum use voltage
   Thickness
   Batch or production reference
   Relevant certification marking

A mat that has no Class marking or traceable product information should not be accepted solely because it looks thick or resembles an insulating mat.

6. COA, Certificate and Test Report
These documents do not necessarily serve the same purpose.
A Certificate of Analysis (COA) generally confirms the specification or inspection results of the delivered batch.
A Certificate of Conformity may confirm compliance with a stated product standard.
A Test Report presents the actual test methods, test conditions and measured results.
A Product Manual explains correct use, storage, inspection and maintenance.

Request documents that match the exact model, Class, thickness and batch being delivered. A generic catalogue or an unrelated test report is not sufficient proof of product compliance.

7. Cut-to-Size and Installation Services
The mat should fit the actual work area without leaving unnecessary gaps, unstable overlaps or raised edges that could create trip hazards.
Professional cutting and installation can help ensure:
Correct coverage in front of the electrical panel
   Clean and accurate edges
   Proper alignment
   Reduced movement during use
Better access to cabinets and walkways
   Clear responsibility for installation quality

8. Product and Installation Warranty
Review the warranty period and conditions before ordering.
Product warranty and installation warranty should be stated separately because they cover different risks.

Which ElectroMer® Model Should You Choose for a 380–440V MDB Panel?
For a typical 380–440V electrical system, select an ElectroMer® Class 0 mat only after confirming that the maximum use voltage does not exceed 1,000V AC.

Then choose the model according to the work environment.
Choose STANDARD when:
The area is a general indoor electrical room
A smooth black surface is acceptable
No additional flame or anti-slip performance is required
Initial budget is a key consideration

Choose PATTERNED when:
The floor has a higher slip risk
Operators frequently walk along the electrical panel
A clearly textured surface is preferred
The area is located in a marine or industrial environment

Choose PREMIUM when:
   Longer service life is required
   The project uses colour zoning
   Appearance is important
   RoHS 2 compliance is required

Choose PREMIUM UL when:
The area has additional flame-performance requirements
The mat may be exposed to oil, chemicals or moisture
The project requires UL 94 V-0 supporting documentation
Longer service life and warranty are required

Choose AIRTEX when:
Both flame performance and enhanced traction are required
   A fabric-textured surface is preferred
The environment may involve oil or chemical exposure
The project requires a high-specification Class 0 solution

Do not assume that every Class 0 mat is identical. The electrical Class confirms the voltage category, but surface design, flame performance, environmental resistance, durability, documentation and warranty can still differ significantly.

What Documents Should You Request from the Supplier?
Buying an electrical insulating mat is not simply a matter of choosing a colour or thickness. The supplier should be able to demonstrate that the delivered product matches the stated specification.

Certificate of Analysis
The COA should identify the delivered product or batch and confirm relevant specification details.
Depending on the agreed inspection scope, it may include:
   Model
   Batch or production number
   Thickness
   Dimensions
   Physical properties
   Electrical classification
   Inspection results

Certificate or Test Report
The certificate or test report should clearly identify:
   Product model
   IEC Class
   Mat thickness
   Applicable standard
   Maximum use voltage
   Relevant electrical test values
   Test method
   Test date
   Testing organisation
   Traceability to the tested sample

Confirm that the document applies to the product being purchased. A test report for a different model, thickness, compound or Class should not automatically be treated as evidence for the delivered mat.

Instruction Manual
The instruction manual should explain:
   Correct use
   Storage requirements
   Cleaning methods
   Visual inspection
   Conditions requiring removal from service
   Handling precautions
   Maintenance recommendations

Correct storage and inspection are essential because cuts, cracks, punctures, contamination, permanent deformation and ageing may reduce the mat’s protective performance.

Product Warranty
The warranty document should state:
   Warranty period
   Scope of coverage
   Exclusions
   Claim procedure
   Required inspection or maintenance conditions

Installation Warranty
Where installation is included, request a separate installation warranty specifying:
   Installation scope
   Workmanship coverage
   Warranty period
   Conditions that invalidate coverage
Responsibility for floor preparation and site access

Why Sales Engineer Consultation Matters
A reliable supplier should do more than quote the product requested by the buyer.
A Sales Engineer should review information such as:
   Nominal system voltage
   Maximum possible voltage
   Panel type
   Work area dimensions
   Indoor or outdoor location
   Floor condition
   Oil, chemical or moisture exposure
   Slip risk
   Flame-performance requirements
   Cleaning process
   Documentation requirements
   Applicable site safety rules

This reduces the risk of purchasing a mat that fits the area physically but does not match the actual operating conditions.
